If you just need to cut footage together, start with Adobe Premiere Pro. After Effects is for animation and graphics, not everyday editing, and it makes far more sense once you can edit.

After Effects is a paid Adobe subscription with a free trial. The trial is enough to start the course and find out whether motion design is your thing.
You do not need it, but basic editing skills help. If you cannot yet build a simple edit, take Adobe Premiere Pro first; After Effects will make far more sense with that context.
